In a recent communication to members, the Nigerian Bar Association (NBA) addressed the pressing issue of delays in the production of NBA stamps, a problem that has significantly impacted members of the legal profession across the country. The General Secretary to the Association, Adesina Adegbite, FICMC, MCIArb acknowledged the persistent challenges in stamp production that the association has faced since the early days of the current administration and detailed the efforts undertaken to resolve the situation.
The NBA expressed the deep regret for the inconveniences caused by the delays, noting the numerous complaints received from members regarding the protracted processing of their stamp applications. The issue has been a recurring topic at National Executive Council (NEC) meetings, including the recent meeting held on June 20, 2024, where the NBA Secretary emphasized the importance of addressing the problem promptly.
The primary cause of the delay, as explained by the NBA, stems from difficulties encountered by the stamp producer in procuring production materials, attributed to the challenges posed by fluctuating foreign exchange rates and inflation. Despite these challenges, the NBA leadership had previously resisted a request from the stamp producer for an increase in the cost of stamps, aiming to protect members from higher expenses. However, this decision has inadvertently led to further complications, necessitating a review of the current stamp cost to ensure sustainability.
In light of these developments, the NBA is pleased to announce that the stamp producer has now received the necessary materials for production and has committed to delivering all pending stamp applications to the NBA Secretariat within the next few days. The association plans to commence a mass dispatch of all backlogged stamps from Tuesday, August 20, 2024, to the various branches.
Recognizing the need for a long-term solution, the NBA also informed members of the progress made towards implementing a digital stamp (e-stamp) system. This initiative aims to provide an alternative to the physical stamps that have proven problematic. The development of the digital stamp has been completed, and the current NBA leadership is set to unveil the new system in the coming days. Details of the digital stamp and the application process will be publicized subsequently, marking a significant step towards alleviating the unpredictability associated with the physical stamp regime.
During the process of addressing the stamp production delays, the NBA discovered that many members who reported issues with their stamp applications had not completed the application process on the portal. The General Secretary emphasized the importance of uploading the Branch due receipt to finalize the application. To enhance the application process, the portal will be updated to provide immediate email notifications for any incomplete stamp applications.
In closing, the NBA General Secretary reiterated his apologies on behalf of the association’s leadership for the inconveniences experienced by members. He urged members to look forward to the forthcoming digital stamp regime, which promises to be a game-changer for the legal profession in Nigeria. The Secretary of the Association reaffirmed his commitment to serving the association with humility and integrity until the end of the administration.
